Bhutan must borrow in order to develop
Speaking in Paro and Haa, the DPT President said the hue and cry being made out of national debt is a ploy to drive fear in people, take advantage of their ignorance, and garner votes.
What is not being told is that without foreign loans, Bhutan will cease to develop.
“You should know the purpose of borrowing,” he said. “The money goes into building infrastructure, into development works.”
Bhutanese are being frightened into believing that each of them will have to repay at least Nu 300,000 from the national debt. “Why should people repay the government debt and how can anybody tell such blatant lies?”
The money, for instance, is used to build hydropower projects that not only repay the debt from its own earning but generates much more which is used to fund other developmental works. The hydropower debt is being repaid in less than 15 years and after that, the entire earning becomes national revenue.
“How will we otherwise fund our development projects?” Jigmi Y. Thinley said. “Anybody who says that we stop taking loans wants development to come to a standstill. They are not thinking about our future.”
Bhutan receives financial aid from many developed countries, but if the donors pulled out the country will be left poverty-stricken.
The more the high revenue generating projects being started in the short term, the higher the debt. However, it is the path to prosperity. Without making this choice, Bhutan neither be self-reliant by 2020 nor its people become prosperous.
